Financial legal legislation constitutes a fundamental pillar of a state's economic structure, as it regulates public resources, controls expenditures and revenues, and ensures fairness in wealth distribution through principles of transparency and integrity. Amid Iraq's ongoing economic and administrative challenges, the need for good governance has become critical to promote accountability, efficiency, participation, and the rule of law in public administration. Good governance plays a key role in strengthening economic security by establishing a stable institutional environment and clear legal frameworks that reduce opportunities for financial and administrative corruption. Achieving good governance is inseparable from a comprehensive financial legal system that aligns with political and economic changes, closes corruption loopholes, and enhances public trust in state institutions. This study aims to shed light on the complementary relationship between financial legislation and the principles of good governance, and how this synergy contributes to combating corruption and ensuring sustainable economic security in Iraq through analyzing existing legislation, evaluating administrative frameworks, and offering practical reform proposals.References
